Tuning 2nd dvb card does not work

Description

It appears that tuning on a 2nd dvb card does not work in current svn. It looks like it goes to the dummy recorder rather than really try and tune the station. It also does not appear to work on slave backend any better. I had two recordings fail this afternoon on secondary tuners while the primary one was watching the olympics.

I originally saw this on revison 9098, and it still appears to be a problem at head (9151).

Backend log attached. What I did in the log was try live tv tuning to Seinfeld. Works great. Exited live tv. Scheduled show on primary tuner (wheel of fortune), and then tried to re-enter live tv which should use secondary tuner. Got the "you should have received lock by now" I'm going to try now and find the commit that this behavior started. Let me know if you need more info. Easily reproducible.

Tuning fine with both cards here with 9151. Both rec+live, rec+rec and live+pip.

Hmm... reverting to .19 [8925] still doesn't work. Something else must have gotten borked overnight.
