Description
Digital cable channel scanning is unfortunately still broken. Thought it had been fixed by changeset [13219], but I'm an idiot, and was actually running some form of svn trunk. Ugh. I suck. Hacking my way through changesets again now...

Actual fixes for digital cable channel scanning

The attached patch is a backport of svn trunk changesets [11681], [11682] and [11683]. With this patch applied, I can now properly scan and import channels off my digital cable feed.
Additionally, svn trunk changesets [11684], [11685] and [11686] look like "nice to haves" for 0.20-fixes, and I believe all of those apply cleanly once the attached patch is applied to 0.20-fixes.

Okay, I have an actual working 0.20-based build finally. Will deal with checking in the necessary bits in the morning.
