Add a seperate frequency list for US-Cable-IRC

Description
The IRC frequency standard used by many cable systems differs substantially in the frequencies for channels 5 & 6 (US-Cable values are 2125 KHz low) and subtilely for the rest (default values are (US-Cable values are 125 Khz low). For some users this is enough to cause flakey/missing audio on certain channels. While this can be corrected via finetuning, the offsets for channels 5 & 6 are high enough to be completely off.

Updated version of jrandall's 0.18.1 patch ( http://www.gossamer-threads.com/lists/mythtv/dev/147943#147943 ). The 0.18.1 patch applied cleanly to SVN (with offsets), but I moved the us-cable-irc to come after us-cable-hrc (so the us-cable frequency tables are sorted alphabetically).
I can't test this patch because a) I'm 1000 miles from my Myth box, and b) I don't have any RF modulated sources (let alone an IRC source). However I can at least say it compiles and that the frequencies should be close enough to correct for the tuner's fine-tuning algorithm to find them (technically, all channels should be 0.0125MHz higher than given).

The frequencies in the patch are all still low by 125 Khz. This is so trivial to fix that it's silly not to. c.f. - http://www.jneuhaus.com/fccindex/cablech.html
