(In [24633]) Remove all use of the deprecated record.tsdefault from MythWeb.

The initial time stretch value has been specified in Playback Groups for a while, now, and MythWeb's Playback Group editor supports setting it (under TV settings). This just removes the non-functional select box and its associated support elements from the recording rule screens.

Fixes #8151.
